Institutional Replacement Program
Purpose, Goals, and Process
•Assure that each faculty and staff member who uses computing resources in their position has access to a computer of sufficient capability to support basic computing needs in fulfillment of their work responsibilities.
•Assure that appropriate computing resources are available in departmental computing facilities and campus offices in support of the mission of the institution.
•Implement minimum standards for computing resources on campus, increasing the supportability of the institution's installed base of equipment.
•Streamline the specification, acquisition, and deployment of new equipment and re-deployment or disposal of old equipment.
IRP Equipment Replacement Selection Process:
Administrative Computing reviews the campus inventory and identifies which campus computers are due for replacement. Once this process has been completed, Administrative Computing Services provides school deans, department heads, (or those they have designated responsible) with an individualized list of computer equipment targeted for IRP replacement and provides them with information regarding the currently available standard computer configurations that will be used in the replacement process. The Director of Asset Management will next meet with the school dean, department head, or designated party to discuss business matters related to equipment reallocations, computer orders and deployment scheduling.
Selecting IRP Equipment:
- Standard Computer Configurations
The standard configurations include Apple and Dell desktops and laptops which are fully supported by Technology Support Services. The choice between Mac and Windows computers should be motivated mainly by the applications that are required. In the event all required applications are available on both platforms, departmental and personal preferences should be weighed. The standard configurations include both desktop and laptop models. While desktop computers have higher performance, laptop models are highly portable. Technology Support Services provides full support for both.
The following guidelines should be used to assist in the choice of equipment
- The standard desktop is intended for general office productivity such as word processing, spreadsheets, electronic messaging, and web browsing, making it suitable for most office needs.
- The laptop configuration (Macintosh or PC) combines basic office productivity with portability. The standard laptop configuration is suitable for faculty who intend to use the computer in the classroom, or for any employee who frequently works from home or travels for campus business. Department managers are encouraged to discuss the standard configurations with the employee who will be using the equipment and to choose a configuration that will most effectively meet the business needs of the user. Eligible faculty and staff will be given a standard configuration desktop. Staff members who travel regularly for work or perform institutional work remotely may also be given the option of a laptop and docking station configuration.

Computer Configuration Enhancements Policy (Upgrades to the Standard Configuration):
Beginning with the standard configurations, departments may select (at their expense) predefined enhancements to the standard configuration. These upgrades must be specified when a platform (PC or Macintosh) is selected, and are funded by the department. Because computers with configuration enhancements deviate from the standard models, delivery time may take longer and hardware repairs may result in a greater than normal turn-around time as replacement hardware may not be readily available for system exchanges.
Peripheral Upgrade Exception Policy:
In the event that standard equipment does not meet a specific computer resource requirement, such as in the requirement for a specific keyboard, mouse platform or LCD display, the department may request an exception to the standard. Exceptions must be funded by the department, and are granted on an as-needed basis at the discretion of the department head or school dean. Just as with other equipment exceptions, it must be noted that delivery time may take longer and hardware repairs may result in a greater than normal turn-around time as replacement hardware may not be readily available for repairs or exchanges.
Qualified IRP Participants:
The program seeks to provide adequate technology for employees. It is generally expected that equipment will be replaced once every three to five years with the ultimate goal being to ensure that all campus computing equipment is within manufacturer warranty. To qualify for new equipment under the campus IRP you must be a Full Time Employee (FTE). Part-Time permanent Employees and Student Employees will be provided with reallocated equipment as standard procedure. Part-Time permanent employees and student employees may be approved for a special exception by your school dean due to job need.
IRP Purchasing, Deployment and End-of-Life Disposal Processes:
- IRP Computer Resource Procurement Process:
Computers are purchased by Administrative Computing and are charged against the IRP budget. Enhancements beyond basic costs are charged to departmental budgets. The purchased computers are then delivered to Hardware Services for deployment preparation. Hardware services is responsible for installing standard image and processing the computer equipment into the campus inventory by recording serial numbers and assigning asset numbers to each computer. (Please Note: Equipment upgrades purchased by departments that are not removable cannot be refunded or replaced under future IRP cycles.)
- IRP Computer Resource Deployment Process:
Computing resources placed through the Computer Replacement Program are installed by Technology Support Services on a priority basis. Every effort will be made to provide a flexible installation schedule that causes minimal workflow interruption.
- IRP Computer Redeployment and End-of-Life Disposal Process:
Computers that have been replaced will be redeployed if still under warranty. Computers that are no longer in warranty (End-of-Life) will be sent to State Surplus for resale. All net revenues recovered from the sale of these computers are returned to the State of Colorado budget.

Hardware Repair Services
Hardware Services is responsible for the repair of campus owned computing equipment as well as upholding vendor warranties for computing equipment purchased through the campus. Hardware Services also provides consultation on upgrades of components for your existing system including memory, hard drives, docking stations, and more. Parts can be quoted upon request.
If you are experiencing equipment difficulty, please contact the Help Desk and open a help ticket. A repair technician will be dispatched who will identify and attempt to repair the issue. If your technician is unable to repair the equipment on site, they will refer your ticket to Hardware Repair Services for additional diagnosis and repair.
